Any person may make complaint to the Department of a person having, keeping or maintaining
any unlicensed dog or cat. It shall be the duty of the animal control officer to immediately
investigate the complaint. If the complaint is verified, the dog or cat may be apprehended
and impounded and shall thereafter be disposed of in the same manner as an unrestrained
dog which has been impounded.
