When any change is made to the use of a building, existing on the effective date of
the ordinance from which this division is derived, so that the number of parking spaces
required by Section 30-960.3 is increased, the number of spaces required for the subject increase shall include
in the calculation of required parking any nonconforming rights to off-street parking
which existed on the effective date of inclusion of the subject property in a parking
exempt overlay district.
