Individuals employed in the unclassified service shall serve at the pleasure of such
person's appointing authority. The administration of the unclassified service shall
be governed by applicable ordinances and resolutions adopted by the Council and by
administrative regulations promulgated by the Mayor. The unclassified service shall
consist of persons employed in any positions designated as unclassified in the City's
pay ordinance.
