§ 2-373. Powers and duties of Chief.

  • (a)

    The head of the Department of Fire and Emergency Services shall be the Chief of Fire and Emergency Services.

    (b)

    The Chief of Fire and Emergency Services shall:

    (1)

    Be in direct command of the Department.

    (2)

    Assign all members of the Department to their respective posts, shifts, details and duties.

    (3)

    Make rules and regulations in conformity with the Charter and City ordinances concerning the following:

    a.

    The operation of the Department;

    b.

    The conduct of the officers and employees of the Department;

    c.

    The uniforms, equipment and training of the officers and employees; and

    d.

    The penalties to be imposed for infractions of such rules and regulations.

    (4)

    Be responsible for the efficiency, discipline and good conduct of the Department.

    (c)

    Orders of the Chief Administrative Officer relating to the Department of Fire and Emergency Services shall be transmitted in all cases through the Chief or, in the Chief's absence from the City or incapacity, through an officer of the Department designated by the Chief as Acting Chief.

    (d)

    Disobedience of the lawful commands of the Chief of Fire and Emergency Services or violation of the rules and regulations made by the Chief shall be grounds for removal or other disciplinary action as provided in such rules and regulations, subject to applicable personnel policies established by ordinance.
