There shall be an Office of Minority Business Development which shall consist of a
Director and such other personnel as may be authorized by the City Council. The purpose
of the Office is to serve as a catalyst for growth and development of the minority
business community. The Office shall exercise all of the powers and perform all of
the duties assigned to the Office by Chapter 21 or by other ordinances or laws. The
Office shall not be considered a part of any other department or agency under the
control of the Chief Administrative Officer and shall not be otherwise accountable
to the head of any other department or agency under the control of the Chief Administrative
Officer.
