§ 2-484. Functions.

  • (a)

    The Department of Parks, Recreation and Community Facilities shall be responsible for:

    (1)

    Organizing and conducting recreation programs for all age groups in various parts of the City;

    (2)

    Operating all public parks, grounds, playfields and playgrounds of the City both within and without its boundaries, except those under the jurisdiction of the School Board;

    (3)

    Operating and maintaining all City cemeteries;

    (4)

    Operating and maintaining all buildings, museums, gardens, monuments, lakes, swimming pools, restrooms, restaurants, refreshment stands and other facilities and establishments situated in the public parks and grounds under the jurisdiction of the Department;

    (5)

    Promoting, sponsoring and managing public concerts, entertainments and other recreational activities; and

    (6)

    Such other powers and duties as may be assigned to the Department by ordinance.

    (b)

    The Department of Parks, Recreation and Community Facilities shall be permitted to utilize grounds and buildings under the jurisdiction of the School Board at such hours and on such days as they are not in use for other educational purposes, subject to such reasonable rules and regulations as the School Board may establish, and provided that the Department of Parks, Recreation and Community Facilities shall be responsible for any damage or extra expense arising from its use of the school grounds and buildings. When authorized by the Council and upon such terms and conditions as it may provide, the Department of Parks, Recreation and Community Facilities may lease concessions and other facilities in the public parks and grounds under its jurisdiction, fix and collect charges for use of its facilities and services, fix and collect charges for the admission to concerts, entertainments and other recreational activities sponsored by it.
