The City Council shall not consider any ordinance granting a special privilege to
any person unless and until such person shall have filed with the Chief Administrative
Officer an application in writing setting forth the nature, character and extent of
the privilege desired. Such application shall be accompanied with a receipt showing
the payment into the City treasury of a filing fee as set forth in Appendix A to this
Code. Any subsequent revision of the application by the applicant will be subject
to the payment of an additional fee as set forth in Appendix A to this Code. Such
fees shall not be refunded, in whole or in part, unless the Chief Administrative Officer
shall approve the refund for good cause shown. The receipt for payment of the fee
shall be attached to the draft of the ordinance when introduced at any meeting of
the Council.
