Except as provided in Section 29-119, any person refused a taxicab driver's permit under Section 29-116 or whose driver's permit is revoked under Section 29-117 shall not be eligible for issuance of a new permit until such time as the grounds
for refusal of a permit under Section 29-116 no longer apply. However, if a driver's permit is refused or revoked for knowingly
making or causing to be made, either directly or indirectly, any false statement or
for making a charge above or below the rates prescribed by Section 29-34 or if a driver's permit is revoked under Section 29-117(a)(3), (4) or (5), such driver shall not be eligible until 12 months from the date
of refusal or revocation or from the date the Chief of Police was informed of the
grounds supporting such revocation, whichever is later.
