It shall be unlawful for any person to discharge or to cause or permit to be discharged
into the feeder or into any stream tributary thereto or on the surface of the ground
in such place that it will be washed into the feeder or stream or likely to be washed
into the feeder or stream the washing of any ore or coal or other waste product from
any mine, waste liquor from any tannery, or solid or liquid waste from any industry
whatsoever, except under such conditions as may be approved by the District Health
Director.
