Whenever any user considers that significant quantities of water used are not returned
to the wastewater system, such user may request that the billings be based upon metered
wastewater quantities. If approved by the Director, such user may then provide and
maintain at the user's own expense a meter acceptable to the Director for the measurement
of the quantities of wastewater. The meter shall be accessible for inspection by the
Director at all times and shall be maintained to produce an accurate record of the
true quantities of wastewater discharged to the wastewater system.
