Stopcocks or valves shall be provided near the entrance of water service pipes into
premises served by means of which all water may be shut off therefrom, which shall
be easily and readily accessible at all times and shall be adequately protected from
injury and freezing. All water fixtures, equipment and appliances shall be provided
with separate valves or stopcocks, except that groups of fixtures in single rooms
not separated by partitions may be controlled by single valves.
