Whenever a motor vehicle without a driver is found parked or stopped in violation
of this division, the officer finding such vehicle shall take its license number and
any other information displayed on the vehicle which may identify its user and shall
conspicuously affix to the vehicle a notice, in writing, on a form prescribed by the
Chief, to the driver to answer to the charge against the driver within five working
days at the time and place specified in the notice. If the driver does not appear
in response to the notice, the cashier, Parking Violations Section of the Department
of Finance, shall cause to be issued to the owner of the motor vehicle a summons to
appear in the General District Court to show cause, if any, why the owner should not
be dealt with according to law.
