For a subdivision, a block of land in which lots are located shall not exceed 1,320
feet in length between intersecting streets and shall not be less than 400 feet in
length between intersecting streets along a street on which the lots front, except
where, because of topography or other physical circumstances or conditions, a greater
or lesser number of front feet is deemed advisable, in which event the length of the
block may be increased or decreased accordingly.
