The rate of ascent or descent of a major street in a subdivision shall not be in excess
of five percent, and that of a minor street shall not be in excess of ten percent,
unless, due to topography or other physical circumstances and conditions, a greater
rate of ascent or descent is necessary for the use of the street, in the judgment
of the Director of Public Works. If a greater rate of ascent or descent is necessary,
such rate of ascent or descent shall not be in excess of that which will permit the
reasonably safe use of the street by pedestrians and vehicles.
