At any time after promulgating rules and regulations establishing a program for the
issuance of annual permits, the Director may issue annual permits to owners upon receipt
of a complete and appropriate application therefor. Such annual permits shall authorize
the performance of routine or small-scale excavations outside of the Downtown Richmond
Coordination Zone for a period of one year from the annual permit's date of issuance.
The purpose and intent of this section is to authorize the Director to establish a
streamlined procedure to enable owners to perform frequent routine or small-scale
excavations in accordance with the conditions and requirements of this article related
to the performance of excavations.
