Any notice required under this division shall be in writing and shall be mailed to
the last known address of the owner of the land by registered mail with return receipt
requested and shall be deemed to have been delivered on the date shown as the delivery
date on the return receipt. If any such notice is returned by the post office, the
Director of Public Works shall cause a copy of the notice to be posted upon the land
to which the crossing is appurtenant, and the notice shall be deemed to have been
received on the date on which it is so posted.
