Any owner of land who desires to construct a sidewalk crossing for purposes of providing
pedestrian or vehicular access to such land shall first obtain a permit in accordance
with Section 24-62 and shall thereafter be authorized to use the street, sidewalk or other public way
for the purpose specified. This grant of authorization for use of the street, sidewalk
or other public way is subject to any and all applicable limitations, terms and conditions
imposed or provided for under this article and to any other applicable provision having
the force of law. No further work shall be performed after the permit for such work
has been revoked or has otherwise ceased to be in force and effect.
