§ 21-216. Purpose.

  • The purpose of this article is to increase the number of minority business enterprises and emerging small businesses that participate meaningfully in all contracts. To this end, the City shall use good faith efforts and shall require good faith efforts by all parties who engage in contracting with the City to the following ends:

    (1)

    To stimulate the creation and development of minority business enterprise and emerging small business contractors and subcontractors, and to advance in reasonable and responsible ways, and deliberately and consistently over the long-term, their entrance into and participation in contracts;

    (2)

    To encourage, in reasonable and responsible ways and deliberately and consistently over the long-term, the participation of minority and local disadvantaged individuals at higher skill and responsibility levels within non-minority firms engaged in contracting and subcontracting; and

    (3)

    To encourage voluntary efforts by the private sector aimed at increasing the participation of minority business enterprises and emerging small businesses in contracts.
