In addition to the programs set forth in this article, the Office of Minority Business
Development may establish other programs consistent with all provisions of this chapter
to facilitate the growth, development and participation of minority business enterprises
and emerging small businesses in public procurement transactions. Such programs shall
be in writing and may include cooperation with the State Department of Minority Business
Enterprise, the United States Small Business Administration and other public or private
agencies.
