Any contract not exceeding the amount specified in Code of Virginia, § 2.2-4303(G)
as the ceiling for the use of small purchase procedures may be made in accordance
with small purchase procedures established by the Director; provided, however, that
contract requirements shall not be artificially divided so as to constitute a small
purchase under this section. Insofar as it is practical, no less than three businesses
shall be solicited to submit quotations, at least one of which shall be a local minority
business enterprise or emerging small business. The efforts to solicit a local minority
business enterprise or emerging small business shall be recorded and maintained as
a public record. Award shall be made to the business offering the lowest acceptable
quotation. The names of the businesses submitting a quotation and the dates and amounts
of each quotation shall be recorded and maintained as a public record.
