This article shall be known as the "Richmond Stormwater Management Program Ordinance."
The purpose of this article is to integrate the City's stormwater management, floodplain
management, erosion and sediment control, and Chesapeake Bay Preservation Area requirements
into a unified City program intended to administer, implement and enforce the Virginia
Stormwater Management Act. This article provides the procedures for the submission
and approval of plans, issuance of permits, payment of fees, and coordination of inspection
and enforcement activities with the goals of improving water quality, encouraging
innovative solutions to stormwater management, and reducing flooding and erosion.
