In any building, structure, or premises subject to inspection under any provision
of this Code, when a fire or evidence of there having been a fire is discovered, even
though it has apparently been extinguished, it shall immediately be reported to the
Richmond Department of Fire and Emergency Services via the Division of Emergency Communications
of the Department of Police, phone 9-1-1. This shall be the duty of the owner, manager,
or person in control of such building, structure or premises at the time of the discovery.
This requirement shall not be construed to forbid the owner, manager or person in
control of said property from using all diligence necessary to extinguish such fire
prior to the arrival of the Fire and Emergency Services Department personnel.
